He has an evidence provided report against him with evidence that he has scammed a user, he's also banned on tf2op for it. Looking at this case http://www.tf2outpost.com/user/514837, I think that you might get banned for trading with him.

• Items whose features or placements foremost goal is to attract focus — using emoticons to spell words is an example of this.

Timezones are a factor on timed bans, you might need to wait a tad longer than your local time for your bans to expire.

This will be a detriment to PayPal trading. You would have to wait until the escrow ended before sending your money, or waiting 7 days hoping the user does not cancel and scam you. This opens up more scams, instead of preventing them. It's honestly stupid, but you could use something like blustacks to emulate a phone environment, and load the mobile authenticator that way.
