steam will not let me set an appeal on the thread because there is an constant error occuring says There was an error creating a new topic: 15 please help me

i was given an unfair ban on tf2outpost by the admin Toughsox he is saying im using vpns which i own not a single one it said i was banned by me being an alt account for someone i dont even know not on my friends list i feel like i was being cheated i have no idea why i was given a ban! i would like to appeal this ban please one of the admins look into this!
