In other words:

1 Refined Metal = 1 Ref
1 Reclaimed Metal = 0.33 Ref
1 Scrap Metal = 0.11 Ref

A craft hat usually costs 1.33 Ref, which is 1 Refined Metal + 1 Reclaimed Metal.
