If the items are marketable then you can view their sold price graph on the Steam Community Market to get a rough idea of how much they're worth. If not, then you're gonna have to do your own research and see how much people are willing to offer for said items. There's no easy way to find the prices of sold items.

As a general rule of thumb you should never trade with people marked on Steamrep regardless what they were marked for. You should also avoid trading with banned users on TF2Outpost, unless their ban is temporary for something minor, like relisting trades or being rude with someone.
