They can be purchased from the store, except none have uncraftable text as far as I can tell. They also have some odd text string errors that seem to point to the description being bugged. Are the ones currently store purchased showing (not usable in crafting) when viewed through TF2? (ie. is it just an issue with third party viewers not being able to read the item info?) I don't know what you would craft them with or why, I just want to know because I collect things that have the text.

the actual answer is "none of them", however levels are valuable if you're selling to a collector, and 42, 69 and 100 are very common levels that people collect.

99 can be somewhat valuable, and 13 can on halloween items

Am I missing something here? how did these even come to be if the game is free to play?

I see a lot of people trying to sell these for keys, and offering on trades with the guise of it being an awesome deal. I firmly believe anyone trying to pawn these things off is knowingly trying to scam people who don't know the game is free.

As for your specific problem, I don't think there's anything you can do unless you have screenshots of the trade and screenshots of any conversation where he lied to you about the value.
