What your image shows, is that you are missing the sylesheet. Either your internet connection is having troubles or something else like an ad blocker, virus scanner, router blacklist, proxy, ... is blocking the download of the stylesheet.

I would start by trying to disable some FF plugins to see if that makes a difference.

Disabled all my adblockers and still the same results

May be as uranium said, your internet.

Does it take a long time to load the page?

Or it might be some plugin like noscript or something that disables Java.

All i can say is that it is a phishing site that looks like a version of tf2outpost, but when you try to login it will send you to a (Russian) steam login site where anything you enter will be logged.
