While not required, if it was a scamming situation and you have adequate evidence to support your claims, it is always recommended to file a report on Steamrep if you can.

After looking at your trade, I can see multiple reasons that it could be closed.

First, Blake is indeed correct that the emoticons and other "eyecatchers" are indeed against our rules that state to not use "Items whose features or placements foremost goal is to attract focus — using emoticons to spell words is an example of this".

Second, the trade itself has a total of 8 items, when only the unusual Shako is referenced, which can further the last point's validity.

And finally, the trade can be deemed as invalid as it's stated multiple times that you may not be willing to trade the item, which we consider either bragging or "fishing for offers". If you are not sure if you are willing to trade an item, we ask that you do not list it on our site.

Regardless of when reports are made, if a trade is in violation of our rules and is reported, we have a responsibility to close it. Blake is indeed a new member of the staff and may not have been clear enough in his reason for closing the trade, but it was certainly the correct call.

As stated in your appeal, your main account was banned, and therefore you're not allowed to have alts of any kind on our site, regardless of it being tagged or not.

The forums are not for trading, use the site.

Simply put, there cannot be any advertising of raffles on the site, regardless of them being a primary or secondary part of trading with you.

This would not be allowed. While it would not be the primary point to trading with you, it is contained within the deal, meaning that it breaks the rules.

In order for an item to be added to the system, someone currently owning said item has to log onto the site and have their inventory scanned. If there is nothing searchable under the name, then nobody owning the title as a tradable copy has logged into the site with it in their inventory, which isn't surprising for newer games that aren't high profile titles.

No trading on the forums.

If they were banned for brokering for scammers, then they are forbidden. I have yet to see someone banned for scamming hats with no record of it somewhere.

These are the current reasons that one would be tagged on Steamrep for, with failure to pay after spycrabbing being listed. As for sharking, it is my knowledge that Steamrep does not handle these situations, as it is a giant gray area with many definitions depending on who you ask. Each community has their own guidelines on this subject and to my knowledge, Outpost at this time only bans for sharking (when it falls under our definition), and not for trading with sharks. This applies only to our site and at this time, and I cannot give statements on any other communities stance on this.

As for people banned from our site and not marked, I would advise to apply the reasons Steamrep has for their tags to our ban reasons. No site is perfect and tagging is not a quick process for anyone.

We don't make lists like that, simply because there is no way to be fully exhaustive in the number of reasons and people will feign ignorance and/or abuse loopholes if we were to miss one. The best way to know which banned users are prohibited is to see if their ban reason would also result in them getting marked in some way on Steamrep.

Broadly, this would include any scammers and alt accounts to them, people aiding scammers by brokering items for them, account hijackers, and impersonators just to name some of the reasons. These are not all of the reasons, but should list the more common ones that a trader would see.
