Well, not a US citizen, but from my general knowledge.

The Vice is the President of the Senate, although according to the constitution, holds no vote other than in the case of a tie.

Obviously, he serves as the stand in president in the event of the premature ending of the presidents term, due to death or otherwise. The senate then picks a temporary Vice from one of their own.

The majority of his other roles are mostly ancilliary, and entirely informal.

Incidentally, nothing gets by me.

This is in the FAQ, only staff and VIPs can.

Have a look around the forums, the answer should be fairly apparent.

It's got to do with the daylight savings change screwing with the site.

Report it. We'll get to it, we have quite a backlog at the moment.

We have a report system. Use it, and be patient.

We don't concern ourselves with Steam chat.

If something can't be reported using the in site system, and isn't a scam, we generally don't concern ourselves with it.
