Dont call out users here, create a ticket on the site / report on steamrep (if you think its that serious.) Be more careful with who you trade with and if something seems even slightly suspicious, dont trade until you sort it out.

You need to wait for an admin to respond to your ticket. Remove that link that has the screenshot of the ticket.

You cant appeal site bans here, you need to do that on the ticket created on the site.

The 20 game rules filters out all the potential scams when doing trading for real world currencies, while it may be a bit strict, it should cut down the amount of people losing large sums of money in trades.

You have already told the requirements needed to do cash trades on the site, its very unlikely you will be given an exception.

Your account needs to be atleast 2 years old before you are allowed to make cash trades on the site.

No cash trading or game selling with new accounts. Your account must be at least 2 years old and have at least 20 non-free games before you can start selling games or buying items for cash on the website.

Unfortunately no, the offer that was accepted might be the very last offer on the trade though.

Click on the hat you want to price, this will bring up a history of that item, you can then go through the history and see what previous owners were selling it for.
