The no private backpack rule has been implemented for almost 3 years now (given that you've been on the site for about that long you should be aware of this rule) and was implemented to stop users from trading with suspicious users/scammers. It also messes with some of the tools used by moderators.

Rule #5 and rule #10 do not contradict each other, rather work in tangent to inform users that private profiles are often (not always, like in your case) used by scammers and scammer alts to hide their inventory history or other information that shows that the user is a scammer.

Ban appeals and trade reports are kept seperate, ban appeals go to appeals admins, while other tickets go to regular staff.

This isnt the place to report scammers, do so on the site or Steamrep.
