Collecting offers are allowed as current offers, so long as it says collecting and the user has proof to backup the claim. If the user doesn't have any proof of the current offer then it is a bannable offence.

I actually discovered the TO url button recently, up until then I thought it was only for premium users, so I agree pointing it out to new users might be helpful, so long as TO links aren't forced on users. Also it is default to only allow friends to send trade offers via your profile.

If you mean in terms of selling 700 fan of wars for a higher price, then yes you could sell the set for a higher price if the right buyer comes along. (see http://www.tf2outpost.com/trade/3200435).

But usually prices don't change when different items are sold individually or together.

There is no way to remove these as far as I know. It has already been suggested and rejected by the OP staff.

The staff has done everything they can to remove these bots from the site. You need to be patient for steam to figure out a way to remove them.

The SR staff can't place any tag on your account without sufficient proof

The rules state that you cannot report someone for what they do over steam chat. So creating a ticket won't do anything. Just block the user on steam, if they don't have any proof of these claims, you will be fine.
