Everyone is playing devil's advocate.
It takes a LOT to support that many members and users on the site.
Even more so with CS:GO support.
Albeit I don't like the "subscription" part of it, past donators are gettting 3x extra what they already paid for. I think that is pretty awesome.

If you get Lvl 1-100 of hat X, you could sell the whole thing WAY more than you could getting 100 of the hats at the same time together.

Or a collector really likes a certain hat. Who knows.
