New rules on trading with scammers

I don't care about backpack too much, it's Outpost which matters - how do they deal with situations like this?
Hoping to get some outpost moderator help on this~

I've got an unusual offer come up, however, they've been marked as a scammer on backpack.tf/TF2OP, but clear on Steamrep. They're paying a pretty fair price, and they've also gone the distance to prove his unusuals were obtained fairly.

I work hard to not break Outpost's rules as I'm premium and advertise heavily there. The previous rules were 'No, you may not trade him.' However, with Steamrep's new rules of 2016, am I still not permitted to trade him?
