Steam servers were overloaded because of the update.

If someone is offering an item they don't have then it's a fake offer and against the rules. They can ask if one would be interested in a hat they don't have, but not explicitly offer it.

And doing that on multiple trades is considered spamming and also against the rules.

We don't actually support recurring payments via Paypal, it said that when you purchased it. You bought x months worth of credit which will expire by itself. After it expires, you can repurchase more credit.

Disable any extensions/plugins that may be affecting the site. You can also try a hard refresh (CTRL + F5).

That depends. Some people are more comfortable trading with people they already know or have traded with before. Some avoid non-premiums because of the probability of them being new traders. It's hard to pin point the exact reason.

But there are no special treatment from the site, besides receiving the perks associated with the premium subscription.
