If you redeemed them and they show up in the library, then you can't trade them, they're tied to your account.

#2: Are you positive that your autobump buttons are on?
#3: How long ago did you notice this issue?

I've noticed that the main pages of both TF2 Outpost and CS:GO Outpost are filled with non-premiums, this is exceedingly rare so you may not be the only one with this issue.
