I'm somewhat curious about how the "weapon banning" process might or might work. In a no-crit environment, how exactly do we determine what weapons need and don't need to be banned, and how much say do people get in this process if this is aimed to be a public server?

Yes, it will be open to all! And yes the maps will be pro versions along with workshop maps, and it is starting sometime in September!
