Not a good time for new players. Community (Typically the louder side) is toxic towards everyone especially newer players as well. The game is not balanced towards a new player experience given passive's being weak when you start and you will be facing people who have (virtually) everything maxed out. But if you can aim better then the guys shooting you its fair game.
