I've revised my review. The resoluton settings can only be reached if you launch the game from the steam icon in the task bar, but if you hit play from your steam library you're not given options to change the resolution.
My teenagers enjoy the game, and so do I.

It's clumsy misaligned building tools and chaotic pathways give a real inefficient socialist government feel lol.
