The perk i'm working on maxing out is the first perk in the list that lets you have more perk slots.

I haven't gotten the shield yet, but I've gotten the Ultra Beam. If you're using the keyboard, It's most likely either E or the spacebar. Try checking the controls in the options menu. If you're using a gamepad, I can't help ya ;D
