Design Goal/ Overview:

The design goal for this mod is fairly simple.
  • Allow SINGLE cities to specialize as Urban or Rural with significant visual distinction between the two.
  • Act as a mini game expansion, which means altering VERY few vanilla systems.
This was accomplished through the use of two, mutually exclusive, new sets of districts:
  • Borough Districts (Urban Cities)
3 tiers, each unlocked as you progress through the Tech Tree.

  • Rural Community Districts (Rural Cities)
3 Versions, unlock early in the Tech Tree. Can all be built multiple times in the same city with increasing costs.



Urban cities are designed to be mid and late game powerhouses in terms of yield generation (Science, Culture, Production, Gold, Faith) that focus on district adjacencies and specialist yields; but they will require a large amount of support and resources to get there.

Rural Cities function more or less the exact opposite of Urban cities, they are entirely tile based!
Though Rural specialized cities are crucial for supporting Urban cities, they are not simply JUST there for support. You may find yourself leaning more urban, or more rural in a certain playthrough, with different win conditions (and civs) leaning toward each of the two.

Mod Recommendations:
City Lights is setup to try to be as compatible with other mods as possible, so specific mod combinations are mostly up to the player.

The only mod (or type of mod) I would HIGHLY recommend as a soft requirement would be some kind of game pace slower. A light weight example would be Take Your Time Ultimate (I play with only Moderate-high Era scaling for Techs and Civics), but there are lots of others so feel free to try them out and see what works for you.

Does anyone know why I can't place a borough on a coastal tile next to a river (mouth)? And next to the city centre, obviously. I double checked the tile and the tooltip clearly says it's considered a 'river' tile. Is this another limitation of the aqueduct-based placement restrictions? It feels really bad for coastal cities...

is there a way to make it so only I can build these? The AI is building them everywhere and going so broke from it, like they are all at -100 gold per turn

Strangely, in my environment, when I try to play vanilla standard mode, an error occurs, and only the DLC added RaF and GF can be played.

This is definitely one one of the best civ 6 mods. It's annoying how boroughs can only be built on fresh water though.
It would probably be better if you could upgrade boroughs, but you can just use a mod to remove districts.

Some of the best civ mod. I feel to enjoy this to its fullest, you should play with removable district, and harvest strategic resource mods.

@Floridiaa I've been usin this mod for a few years. are you sure they aren't changing? you have to wait for a new era for them to become more modern looking, but they should change look with time. they do in my games anyway
