[IU] Asian Elite Skirmisher by LordGood

Description
This mod takes the new imperial skirmisher recently desegned by LordGood and repurposes it to serve the role of elite skirmisher for the East Asian region if using the independent architecture and independent units data mod.

Praise be upon LordGood who will surely bring us many more new units!

@WeAreGoyim Thank you very much. I hadn't tested it as I prefer these guys as imperials myself. It should be fixed now.

The sprite disappears when facing north and randomly changes directions when idle. I didn't check for any other problems.
