Birch World Rebalance LEGACY

Description
The legacy version of Birch World Rebalance, made for the same reason as the Legacy of Gigastructures: broken saves.

If a later version of Gigastructures breaks saves again, I will update this mod so as to have a save-safe version. So don't treat it as a long term solution for Stellaris patch versions.
