Dust Bandit Variety & Hoser armor patch

Description
this isn't as much a compatibility patch as it is an integration(my mod and his don't conflict), this just changes the spawn chance of the Hoser dust bandit armor so that it doesn't dominate the dust bandit equipment spawn list.
