Modular Weapons Tinkering Spot

Description
Adds a tinkering spot that can be placed for free. Pawns can customize their weapons at the tinkering spot.
The Tinkering Spot requires power due to the way the Gunsmithing UI in "Modular Weapons" is set up. The power usage of the Tinkering spot is set to 0W, so it should function just fine without power, but may take a few moments after construction to "get power."
