Obsi's Better Vassals

Just a little mod I made, because I found it more "realistic" for me.

Things it adds :
- Vassals can now colonize
- Vassals are now taxed (15% energy, 15% minerals, 15% science)
- It is now easier to make a vassal/protectorate by diplomacy, if you're way stronger than the target empire

I made this last thing because I find it way more logical to "threatens" a weak empire, and force it to become your vassal.
Kind of "Be our vassal, pay us taxes, or you'll get destroyed".
