You can re-use animations that already exist, and just re-skin them. There are also a few marine animations available in the Factions mod that NS2 modders are free to use.

Well since this is for marine weapons, since it is an armory, I think animations are required, no?

Oh! That makes perfect sense for the rifle then, thank you for clearing that up.

Marines still get the rifle + pistol for free when they spawn. But now if they drop their weapon for whatever reason (down a bottomless pit? Had to use a GL to clear out buildings?) they can get their rifle or pistol back.
The "rifle spam" was sitting near an armory and instead of reloading, marines would drop their rifle and buy a new one instead. Adding a cost to doing that cuts down on that a lot.

I've just got to ask, if the Marines have to buy their default weapons then what do they get at spawn? The hatchet? I can at least apreciate that the cost is low enough that you would have to have basicly no harvesters to not be able to get it, but at the same time I feel like taking away the basic weapons of the Marine faction so you can't "Spam rifles" sounds like telling the aliens not to spam skulks or not to bite. I may just be looking at it wrong though and I would like to see your reasoning behind it.

I did try to leanr spark but the ocmmunity isn't necessaril supporting so I gave up

You can create static models very easily in almost any 3d modelling software. Only animations require 3ds studio max. And you can't create models or animations in spark.
