Activate the Console
When you are at the main menu of the game, just type
developermodeon

To make sure that you have activated the console, press F1 and it should be visible on the top left of the screen.

When you have visited all those place with the passengers there you should have found all 43 and the achievement "Get Closure" should be unlocked.

but why
why would you cheat at this game, theres litterly no benifit other than accelerating how long it takes you to get bored of this game

Or just do the spelunker achievement and look for any just outside each cave exit...

you can also do findpassanger (passenger number)
but it has to be done individually
