Settlers Embark at Celestial Navigation

Description
Settlers now embark at Celestial Navigation instead of Traders. Couldn't make them embark at Sailing unless Builders could no longer embark at Sailing, and Builders obviously need to so they can make Fishing Boats. At least Traders don't really need to embark that early, so if you want then you can have Settlers embark early while Traders have to wait for Shipbuilding.
