Haggar, the Rhinoceros

Haggar was the first mutant politician, representing the mutants on the government. He wanted to help the mutants by ending the evil deeds made by the Mutants under the influence of the Scientist.
Seeing that his social projects weren't working he decided to make justice with his own hands, becoming a vigilante from Zoo City along with Katrine's Team.
He is extremely powerful with his rhino strenght, but also very smart for attending several colleges during his life. He understands the mutants and always try to solve their social problems.
