I made this guide beacuze Ive seen that many ppl have probs with opening up console in-game.
Here a few steps to do it:

1. In-Game go into options > Keyboard > Advanced > Enable Dev. Con.
.
2. Quit the game and in the Steam libary right click on it, than go to Propeties.
.
3. Set Launch Options and type in " -console " , and apply.
.
4. Open up the game see the console is in there.
If the console doesn't appear comment below.
