Government Overview UI for DEI

Description
This only changes the government overview screens for different cultures and is meant for the Divide Et Impera Mod. There is another version out for vanilla. See there for images and more info.

Many years later of course, but this now covers up the mouseover information in DEI. It would need a tweak graphically to still be compatible.

Depends if the UI_skin column in the factions table was edited, but I doubt that.

We had a big update lately. But your mod wasn't affected, probably.
