At evening - winter, at a depth of around 30 meters. (higher you catch a bit fewer, and on the bottom you catch flounders)
I caught 10 salmon and a about 8 other fish in about 33 minuets, and could sell them for 584 coins.

Itll go a bit more efficiënt when I don't try halfway and on the bottom anymore. I used lures btw
