Tech Balance: Blink Dash

Description
This mod balances the totally unbalanced tech, blink dash...

This was originally for so this tech was actually usable for me, and i thought i should turn it into a balance... so here we are

Changes:
Makes the blink in and blink out times a bit longer
Tech now costs 12 tech cards rather than 8
Changed cooldown to 1s instead of 2.5s

Let me know on what i should change to this tech and others to keep it balanced!

Means it only needs to be on the clients side, a client is the person downloading it, meaning if you play multiplayer only you need this, it wont work for other people unlessthey have it too, if someone else can explain it better please do
