If they're lining up troops on your border, it's too late they've made up their mind. Constantly trade to keep them content, and eventually make military alliances if someone does declare war on you to keep away some of their troops. It should be noted you shouldn't quit these deals, IE: make peace with the warring nation, before the 20 turns is up, as that hurts your trade reputation. You can check current deals in the trade menu to see how long is left.
