Hello! How do get a pac3 flag for players? I'm trying to specificly allow everyone who joins the server to use pac 3 but its been an overwelming issue? Does any one have any advice?

I have a problem on Helix servers, menu phrases are covered by black stripes. They do not appear on servers that do not use Helix or solo. I have the happy HL2 ep1/HL2 ep2 and the CSS happy. Is there a solution to this problem?
