First Things First
Okay so, we can all agree that Final Fantasy XIII-2's PC port is quite possibly the worst port of the modern era. It's awful. That said, we can fix it to the point where it's actually reasonably pleasant to use, though you won't be able to have everything you expect of a modern game. That being said, let's address one thing right now...

Where Is My 60FPS?!

You will not get 60 frames per second playing this game. It's not happening. You could have some crazy overblown quad-Titan SLI rig with an i9 7980xe and you will still only touch it in loading screens. Why? Because the game has a built-in frame limiter. This is not something you can overcome without finding a way to reverse-engineer the game. Sorry guys, but you'll just have to live with the 30-45 frames per second.

Alright, now with that out of the way, let's get on to actually fixing this literally-unfinished mess of a video game.
Large Address Aware
The biggest problem with the game by far. The game doesn't have a flag set to allow it to be what's called "Large Address Aware". In layman's terms, any time the game hits 2GB of memory usage, it has a panic attack and crashes. Luckily, this can be fixed pretty easily with a small tool, which I'll link here:

Click on laa_2_0_4.zip at the bottom of the forum post. Requires .NET Framework 3.5 or newer. [www.techpowerup.com]

After opening the tool, find your game executeable. This will be found in:
If installed in steam directory: /Steam/steamapps/common/FINAL FANTASY XIII-2/alba_data/prog/win/bin/ffxiii2img.exe
If installed in a separate directory: /SteamLibrary/steamapps/common/FINAL FANTASY XIII-2/alba_data/prog/win/bin/ffxiii2img.exe

Then simply tick the box and click Save. You're done with this part.
Steam Cloud Synchronization
Simply put, FFXIII-2 does not play nice with Steam Cloud Sync. Sorry, you'll be saving your files locally. Make sure to back them up!

Right-click your game in your Steam Library, click Properties, select the Updates tab at the top, then make sure the "Enable Steam Cloud synchronization for FINAL FANTASY XIII-2" option at the bottom is DISABLED. If there's data stored there, don't worry. We just need that option un-checked.

Done. Easy.
Further Quality of Life Fixes (Updated link to mods!)
So now the game shouldn't outright crash on you. Great! You can play the game start-to-finish. That said, there are a few mods you'll probably want to install before you set out on your adventure.

Mods?

Yep! This game is moddable! Well, unofficially, of course, Squeenix wouldn't like us playing games the way we want to now would they? Now then.

Click here to go to the PCGamingWiki page featuring a .zip file with lots of XIII-2 mods![community.pcgamingwiki.com]

Of the mods in here, it's recommended that you install at least two of them, namely Console Content Patch (CCP) and Leviathan's Tears.

CCP brings back the dummied-out content that was removed due to licensing restrictions. For the most part, this is just for outfits, like the Assassin's Creed and Mass Effect styles. INSTALL THIS FIRST OR DON'T INSTALL IT AT ALL. Attempting to install it after other mods are installed will cause the game to be irreversibly broken and you'll have to uninstall and reinstall.

Leviathan's Tears is the big one here. You see, rain effects in the PC port aren't transparent, they're white, making rainy scenes unbearable to look at. Please for the love of Bhunivelze, install this mod.

The mods are pretty easy to install, usually just requiring you to extract .zip files into the /alba_data/ directory and running a batch file.
You're done!
That's everything! Your game should be working great now! Enjoy your adventures through time!

for those having trouble make sure you put the files in the "mod" folder where patch2 is residing. i also got the error when trying to apply patch 2 while having the moved files in the "patch folder" with the xdelta files

@stinkymorningpee I've got the RX5700XT, so maybe the same will help me out. When you say better results, were you seeing frequent freezing before making that change and then none after?

Small tip for what it's worth, I'm running AMD RX5600XT and got much better results using AMD Radeon Software to force Vertical Refresh to off for this game

So, like, what if you do all of these things and it still regularly locks/freezes in combat?

I remember another guide saying to not put the shadow resolution too high otherwise it starts looking blocky. Not sure why its broke, but what else isn't :p
