Alternate City Lists - Rise and Fall

Description
So, I don't know about you, but when I play civ, I like playing with my own city lists. I like researching, and compiling my own city lists, and also using native names for cities, i.e. Moskva instead of Moscow.

Want normal city names for the Mapuche? More cities for the Cree? A city list in Scottish Gaelic for Scotland? The real capitals for Shaka and Genghis Khan? A Dutch city list without forts and colonies, and with more important Dutch cities?

@Valko Thanks. I was considering both Gaidhlig and Scots names, and I've decided to go with the Celtic language names to make it more authentic.

@neilmac11 Thanks. I was thinking which language to make Scottish city list in, Scots or Scottish Gaelic, and decided to go for the more native language.

Thank you for recognising Gaelic (Gaidhlig) it was my first language and all the cities in the game have been Anglicized and Gaidhlig does not get enough recognition as everyone spoke Gaidhlig in Scotland but, nobody knows that because the language doesn't get put out there enough...

@Levalinou I will have to take a look at the files again. It is all so confusing for me as I am really not good at reading code. It will take me some time to notice what is wrong, but I will fix it eventually.

I took a look into the workshop mod folder, and I saw multiple things:
- both mods have "GS" in file names names
- all files excepted the .modinfo are exactly the same
- the R&F one has ACL and Expansion 2 as dependancies in .modinfo
- the real GS one has only ACL in dependancies and Expansion 2 in referencies
So I guess all this cause the problem : version confusion in mod files and no R&F data in the mod (cuz as i saw it is a doublet of the real ACL-GS mod).
Is it intended ? I dont think so, and i wanted to warn you of the problem :)

@Levalinou I'll keep looking into it. What you can do is perhaps install the mod manually by moving it into your mods folder.

I saw in the addons menu that the bug is still here. Maybe it is due to another mod ?

@Levalinou I have reuploaded the mod. Maybe this should solve the issue.
