Military Ships No Alloys Upkeep

Description
IMPORTANT NOTE

To be accurate, no alloys upkeep.

Since v2.2 all ships costs alloys to upkeep. To completely remove alloys upkeep, we need to overwrite several global variables and overwrite an entire vanilla component file "00_utilities_reactors.txt" because reactors' alloys upkeep aren't associated with any global variables, thus making this mod far less comtatible.

This mod is now using a new technique to overwrite the "empire_base" static modifier and tells that every empire have their ship alloys upkeep reduced by -1000% thus effectively nullifying any alloys upkeep related with ships.

========== Previous Description ==========

Does what it says.

Why to disable minerals upkeep?
1. It's strange that the ships are consuming matter constantly even out of battle.
2. All other ships, stations, armies, and buildings consume only energy to upkeep. It's pointless for military ships to consume extra minerals in terms of gaming.

Don't tell me that that were ammo, fuel or consumed components: I use energy weapons and zero point reactors, and worn off components never vanish. Only coal/oil burner military ships consume that much "minerals" to upkeep, while in Stellaris you will at least have fission reactors. Note that the total upkeep cost of JMSDF every year is far not enough to build a new frigate. Do not consider yourself an artistic referee, never.

Last but not least, here are the third reason for me to finally decide to release this one-define-change only mod.

3.
  • "OMG, how can they maintain such a fleet equal to my size with half the number of my systems?"
  • "OMG, they do not only keep more ships than I do, but also throw their exceed cash on marauders!"

Have this ever happened to you?

Military ship minerals upkeep is harshly increased since v2.0 update, while the AI still have a hard-coded 50% discount on it. The higher the price, the more powerful the discount is.

Since the discount cannot be nullified by modding, to even off this unfairness, you may want to either increase AI upkeep cost, or nullify minerals upkeep cost entirely.

Version 3.1 - works.
I suggest removing the upkeep in minerals (for ships of the crisis empire).
