Sector Manager overhaul

This mod adds small changes to the sector focus.
It does not replace the AI, but trys to tweak its settings.


- remove the production target [unity] from industrial focus.
- remove the production target [unity] from financial focus
- remove the production target [unity] from research focus

+ add a new sector focus [unity] which trys to produce as much unity as possible



This mod is still being tested and might get changed due to optimization.
Please keep in mind that there is currently no way of changing the AI so I'm limited in terms of changes.
