Spooky Actions At A Distance

(but that name was too long)

Removes or reduces (most) distance-related requirements and penalties for diplomatic actions. Removes the neighbor requirement from most actions, also removes pop amount requirement for vassalization.

Now you can finally make that country on the other side of the galaxy your vassal! (and more)
