Wasterock to concrete Overhaul

Description
Changes the wasterock to concrete ratio from 5:1 to 1:1

So 1 wasterock will giver you 1 concrete

Not sure why, but I was never able to get this one working.. I have 3 of your other mods that work spot on... but even after 2 new play through starts, the ratio remains at 5:1

Correct, will not work with existing save files

no, same wasterock, just more concrete is made from wasterock when you research the tech
