Fallen Empire Disband Fix

Description
** Updated for 2.0.4 ** Pardaox added 50% Ship Upkeep reduction so the mod now does bulding and army upkeep. Also changed the way it is applied to the way Paradox did it.

Fixes Awakened Fallen empires not being able to afford their ships and disbanding them

The problem is caused by the fact that all AI empires used to get 50% reduced upkeep on everything but that went away with the difficulty changes.

The mod fixes this by adding 50% reduced ship and building upkeep to the special fallen empire civics.

Can confirm fix is still needed on 2.0.4.

The patch gives them 50% reduced ship upkeep, this will mean all fallen empires will have a mineral stockpile when they awaken.
The materliast fallen empire will have 0 energy stockpiled but should be able to pay for everything once they awaken.

So, anyone know if this is still needed in 2.0.3?

In the patch notes, it said "Increased ship upkeep reduction for Fallen/Awakened Empires" but I don't know if it's enough to actually fix the problem.
