If they attack outside the condition stated in the mod, then the mod is dated. As a rule of thumb, always look at the age of mods, as most are just remnants from various past versions.
In other words, if I understand correctly: No matter how many slavers the player kills and no matter how bad the player's reputation gets with the slavers faction, they still won't send Slaver Raids on the player's outpost. The only time they send such raids is if the player kills or kidnaps Emperor Tengu?
