Description
Allows the use to play as the Holy Oceanian Empire

UA: Pax Oceania: Free Trireme when either settle or capture a city (if at a higher tech level, you can then obviously upgrade it)

UU: Grenadier Guard (Infantry): Stronger in enemy territory+slightly cheaper

UB: Royal Navy Dockyard (Seaport): +1 research and gold per 2 citizens. All units recruited here get the mobility promotion free
