Overview
A common issue with the two expansion packs for FEAR is a failed startup due to a SecuROM error (code 8007). I found quite a few posts from people with this issue (the same one I was having), but never saw any responses on how to fix this. Luckily, it will be an easy fix!
The Fix
To fix this, navigate to where FEAR is installed on your computer.
Each expansion has its own folder located in the main FEAR installation location.

They are called "FEARXP" and "FEARXP2".

Go into each folder and find the main executable file for each expansion: "FEARXP.exe" and "FEARXP2.exe" in their respective folders.

Now right click on each of those executables, and select "Properties" from the drop-down. Next, click on the "Compatibility" tab.

Next, you need to change two settings here. First, put a check in the box next to "Run this program in compatibility mode for:" and select Windows 7. Next, put a check in the box next to "Run program as administrator".
After words, click "Apply" (you want to do this process on both executable files).

Now you should be able to start the games directly through Steam or by double-clicking the files you just modified! Enjoy!

Please be sure to vote for this guide if this fix worked for you, so others are able to find this guide with ease!

Brilliant! Thanks for this. I was having an issue where the main menu wouldn't load properly for the expansions; it would play all of the sounds, but visually, it would stick on a frame of the intro videos. In any case, these steps fixed it, so thanks again!

Strangely I found this issue to be helpful for my 15 year-old cousin who play it on WINDOWS 10, because I have never any of this issue.

I Wonder why.... 🤔

Under Set Launch Options under FEAR then Properties, I put, -userdirectory FEAR_User and now it works like a charm. Also i set the compatibility mode to windows XP Serivce pack 3 on my windows 10 machine. Also i installed the HID Patch,
The Set Launch Options to -userdirectory FEAR_User ,clearly made the biggest impact in loading the games levels. Now the game works like its supposed to. Also for FEARXP and FEARXP2, the set Launch Options idea works just was well of the expansion packs. Just use, -userdirectory FEARXP_User or -userdirectory FEARXP2_User in the expansion packs Set Launch Options under their properties tab in steam. This worked like a charm for me! thanks for the help all!

It could just be you have corrupted save data. Try a new game, or perhaps try to find a save file for the game that has all levels available

The fix only applies to those receiving the SecuROM error (code 8007) at startup.

I unfortunately do not know of a workaround for your issue, but I did find this comment in another thread from a couple years back:

C:\Users\Public\Documents\TimeGate Studios\FEARXP
modify the game.ini file, the "gameruns" to 0.
resets some options, but who cares if its solves the crash
