Canadian National once owned many miles of branch lines, which for the most part were only marginally profitable due to the running costs of steam engines at the time. Self-propelled cars had been used on the CNR's branch lines as early as 1925, but they were never made in great numbers and never fully replaced steam power on these branch lines.

When Budd built the RDC in 1949, Canadian National and Canadian Pacific were hesitant to purchase them. Canadian National first began operating them in 1954, at which point they became very successful. As passenger ridership was decreasing in the late 1950's and early 1960's, Budd RDC's had almost entirely replaced commuter service in Toronto, and were used on any branch lines that weren't torn up due to disuse.

Canadian National used the RDC's, which they had nicknamed "Railiners" (As opposed to Canadian Pacific's name for them, "Dayliners"), until 1978 when VIA Rail was created and inherited the CNR's passenger equipment. Today, VIA Rail still stores a handful of Budd RDC's at their maintenance facility west of Toronto, and operates others in Northern Ontario.
