1. Edit game launch settings
Add -popupwindow to the game's launch options

To do this:
  • Go to your steam library
  • Right click Besiege
  • Click Properties
  • Click Set Launch Options
  • Paste the following into the text field:
    -popupwindow
2. Change in-game settings
To make it work like in most games, you'll need to set Fullscreen to Off and use your current screen resolution

To do this:
  • Launch Besiege
  • Click Options
  • Set Fullscreen to Off
  • Set your resolution to your current one

Done!
Here are a couple things to keep in mind:
  • If you followed the above steps but you see the taskbar on top of your game, you will need to restart explorer.exe through the task manager

  • This feature wasn't officially added to the options menu for some reason, so it'd be wise to assume it might not always work properly. Don't get fussy at devs if that happens lol.

  • This custom launch option makes dragging the game window around impossible.

Credit to developer Eamon, thanks for letting me know this is a thing lol

That's gimmicky with anything running in borderless windowed.
You can minimize it by bringing up the taskbar with Win and pressing the bottom right corner "see desktop" button. It works half every second time though.
