Additional Diplomatic Actions Reworked

The current version contains only a bit of the old one as diplomatic modding is still a bit broken currently and it would cause incompatibility with many other mods.

Because of that I've decided to only include fully working parts of script in this version. The rest of the mod will be reintroduced after patch 1.26 (Dharma expansion).

This reworked version adds the actions that don't require acceptance:

-Sending points. I've reworked the code completely now. Instead of a few options in the diplo screen, when sending points you now get a pop up event which allows you to pick the amount which you want to send.

-Strengthen dynasty works similarly to before but the code is more efficient. You now also get a pop up event, similar to sending points. Here you can pick what you want to spend to help the reciever.
-Sending volunteers to your allies, similar changes as in sending points.

-Prepare terrorism attack: its ET action active from age of information allowing to destroy few points of development in random province and increase a little unrest in whole country.
-Prepare raid : ET action allowing Norse to ride bordering nations

To activate this action go to the mod archive common/new_diplomatic_actions and eddit adddiplomatic_actions.txt find #delete comment and delete whole code in the line where this comment is placed.
-Invitation to the Holy Roman Empire: allows to intive nations smaller than 8 provinces(14 if reciver have union with you) to HRE
-Enforce rights to throne: allows to place relative on throne of reciver if he decline you will get option to chose do you want to declare war on him or just take a severe relation hit.
Send missionaries to spread the word of God: This action will convert whole state of reciver if he be willing to accept the propsition
Sign non-aggression pact: If the pact will be signed then states cant declare wars on each others tho they can be called against themselffs into war as allies

This actions will be introduced leater:
Ask for vassalisation.
Ask for guarantee.
