Federation Contributions Policy

This mod adds a policy to your empire screen that allows you to change the percentage of your naval capacity is donated to the federation. Currently the range is from 5% to 35% of your capacity in increments of 5%.

Notes:
* Policy mods are not save game compatible, you will see this policy in a save game but will be unable to click on any of the options.
* This policy is not available to the AI, they will continue to use the default setting (20% is default).
* This policy is available even if you are not in a federation simply because that is easier to code. It has no effect if you are not in a federation.
