Mercenaries Redone

Descrizione
This mod aims to:
- Make mercenaries limited and keep their numbers limited as army cap grows
- Make mercenaries really good ...for a while
- Gradually encourage players to phase out mercenary use by gradually making the worse and more and more scarce until only those that has taken +mercenary cap from ideas has them available in any number

please note; Im not claiming that its realistic that feudalism gives a big penalty, its just done through this institution to avoid touching other files for easier compatibility with other mods.

Im back into EU4 and working on a"big" new mod - updating and incorporating this mod ...anyway looks like we are getting a shiny new mercenary mechanic in the next expansion soo ...

@Aaronthelemon - in the mod Harder Snowballing (linked above) I have merged THIS together with some other work to give what I think is a good combination.

@Aaronthelemon - I have just confirmed it works for me, and just to make sure reuploaded it to make sure we have the same version. This mod does everything through the Instutions-file, so if you run it with other mods which alter these you will have issues.

I tried with my normal set of mods, one of which effects tech spreading. (to which i assumed may be the issue.)
However I tried with 0 mods on and still didnt seem to get it to work.

@Xarmydude2X - thanks to be honest I havent really playtested this, its more like an idea I wanted to float. I feel like that unless your current meta is to rely HEAVILY on mercs, then this will be boost ...having +5 discipline for 100yrs and up to +7.5% if you take the merc age bonus is a significant boost and remember that vanilla for most smaller nations they can actually MORE than fill up their entire army with mercs so the pool being nerfed by 50% is not that big a deal. (low professionalism gives +25%) - would love to hear how you experience it in a game /cheers

Just wanted to say i prefer this idea, id personally like them to make the merc system more like CK2 where nations have to actually support merc groups with a fraction of their manpower so when others higher the mercs they arnt just an infinite manpool that never seems to end. This idea is awesome though, i like the idea that as time moves forward and you get a more professional army you need to rely less and less on the mercs.
